Public and Institutional Statement
Concerning the Provocative Action
by the Municipality of Plav and the Discriminatory Treatment of Citizen
Kaltrina Hoti – Urgent Appeal to the Governments of Kosovo, Albania, and
Montenegro
The Federation and
International Platform of Albanians for National Identity, Unity, and
Unification (FPNIUBK), based in Stuttgart, Germany, expresses its deep
concern and strong condemnation of the decision by the Municipality of Plav to
place a road sign presenting the city of Peja (Kosovo) as part of Serbia.
"Highly
provocative scenes from Montenegro on our Albanian lands – yet another defiant
act that threatens our national identity and history."
This act constitutes a blatant
political and ethnic provocation, seriously violating the sovereignty of the
Republic of Kosovo and deeply offending the national dignity of Albanians in
Montenegro and beyond. It poses a real threat of stirring ethnic tensions in
the region and undermines peace and coexistence.
Full Support for Kaltrina Hoti
We express our unreserved
support for Albanian citizen Kaltrina Hoti, who courageously raised her
voice against this offensive and unacceptable act. Instead of being heard and
respected, she has faced unfounded accusations of “inciting hatred,” a
clear attempt by institutions to silence Albanian voices and suppress the
legitimate concerns of a discriminated community.
Kaltrina Hoti today symbolizes
the voice of all those Albanians in Montenegro who live under institutional
pressure and cultural denial.
Call to Action for the Governments of Montenegro, Kosovo, and Albania
We publicly and firmly call upon:
- The Government of Montenegro: To immediately distance itself from this
shameful act by the Municipality of Plav, take appropriate disciplinary
action, and ensure that Albanian citizens are treated with equality and
respect within Montenegrin institutions.
- The Governments of Kosovo and Albania: To issue an official and coordinated
diplomatic and political reaction. The sovereignty of Kosovo must not
be undermined through silence. The dignity and rights of Albanians in
Montenegro must be actively defended.
- Albanian political representatives in
Montenegro: We urge
you not to remain passive. The people you represent expect you to defend
their rights and their identity with courage and consistency.
Call for National Unity and Mobilization of the Albanian Diaspora and
Intellectual Elite
We urge all Albanian
intellectuals, creators, activists, entrepreneurs, and organizations across the
Balkans and the diaspora to treat this not as an isolated incident, but as a symptom
of a deeper political effort to marginalize Albanian identity and normalize
discrimination.
Kaltrina Hoti must not be left
alone. She stood for the truth — now we must stand with her.
Enough with silence. Enough with political sleepwalking.
We will not stop demanding dignity,
equality, and the protection of the legitimate rights of Albanians across the
region.
Kosovo’s sovereignty is non-negotiable. Albanian dignity is non-disputable.
